Expression of interest in the implementation of the development and investment project "Batižele" at the TEF location in Šibenik - Urban regeneration of the former industrial zone.

1.1. Subject of the call

Expression of interest in the implementation of the development and investment project "Batižele" at the TEF location in Šibenik - Urban regeneration of the former industrial zone.

The "Batižele" development project was accepted by the Government of the Republic of Croatia in a decision made on August 2, 2018.

 

1.2. Purpose of the call

The goal of this Call is to collect proposals for the development of space that will affect the amendment of the spatial planning documentation and the preparation of tenders for the selection of investors.

One or a combination of several received concepts will be used by the City of Šibenik for the purpose of creating a Tender for the selection of investors in the specified zone, and for the needs of adjusting the spatial-planning documentation.

 

1.3. How to participate

A letter of intent with an expression of interest can be submitted by domestic and foreign legal and natural persons, in written form from the date of publication of the Call for Expression of Interest, 1 August 2021. until 29 October 2021, in a sealed envelope, to the address:

with a clear subject label "Registration for the public Call for expressions of interest, Batižele - "New Šibenik, a step into the future" with the warning "do not open" no later than 29 October 2021. at 12:00 p.m

 

The letter of intent should be in written form, in the Croatian language, with all attachments in the Croatian language or a certified translation into the Croatian language.

 

1.4. Expression of interest (what to do)

Interest is expressed by submitting a letter of intent and spatial planning concept.

  1. The letter of intent must contain at least:
  • The company or the name of the applicant of the letter of intent: provide basic information about the company (name, headquarters, activity,...) information about the contact person: first and last name, position in the company, address, telephone and e-mail
  • Potential partners in project implementation: provide basic information about potential partners (name, headquarters, activity, etc.)

 

  1. The spatial planning concept must contain at least:
  • Description of the planned facilities and contents within the zone, with an emphasis on the contribution to the development criteria listed below;
  • Description of the main prerequisites for the realization of the investment;
  • Describe the main risks for the implementation of the investment;
  • Planned investment amount broken down into basic cost categories;
  • Term plan for the implementation of the investment from the signing of the contract;
  • Proposed method of investment (purchase of land, agreement on the establishment of building rights, agreement on the establishment of easement rights, public-private partnership, joint investment, etc.).

The documentation should be submitted in written form, in the Croatian language, with all attachments in the Croatian language or a certified translation into the Croatian language.

1.5. Development criteria

A potential partner in its spatial planning concept should take into account the needs of the City of Šibenik and with its investment make a full contribution to the development of the area according to the specified criteria:

  • Direct employment of a large number of people, especially those with higher professional qualifications,
  • Positively influence the economic development of the wider city area,
  • To a greater extent, they contribute to the sustainable development and protection of space and the environment,
  • They significantly contribute to the competitiveness of the local/regional economy
  • Contribute to the development of year-round activities in the scope of the project
  • They develop useful public and social content that contributes to the local community
  • They have a social innovation component
  • They have a component of development and innovation activities

 

1.6. Location information

The land in question consists of parcels of land owned by Batižela d.o.o. (which is 67.94% owned by the City of Šibenik, the remaining share is owned by the Republic of Croatia and other public stakeholders), in the cadastral municipality of Šibenik. More about the location itself, the list of parcels and relevant information about the spatial plans within which the land is located are elaborated in detail in the Appendix

Spatial planning documentation is subject to changes in accordance with the proposed projects.

 

1.7. Time frame

Public invitation - 60 (sixty) days from the date of publication.

The tender for the selection of investors is planned to be announced no later than 12 (twelve) months after the end of this call.

The planned start of the investment is expected within 24 (twenty-four) months after the end of this call.

 

1.8.Disclaimer / notes

  • The regulations of the Republic of Croatia apply to this Invitation.
  • The publication of this invitation or the receipt of any letter of intent with an expression of interest does not represent any obligation of the City of Šibenik to enter into legally binding relationships or the right of the applicant of the letter of intent to request the fulfillment of any action by the City of Šibenik, on any basis.
  • Applicants of a letter of intent with an expression of interest are not entitled to reimbursement of any costs related to the drafting of the letter of intent and/or obtaining the submitted documentation.
  • The City of Šibenik reserves the right to use the received documentation for the purpose of preparing future tender documentation for the selection of investors and adaptation of spatial planning documentation.
  • All data received will be processed in accordance with legal provisions to ensure the protection of the rights and privacy of interested parties. The provided data will be used exclusively for the purpose of this public call and the preparation of documentation for the public tender for the realization of the project itself.
  • The city of Šibenik reserves the right at any time:
    • terminate the procedure initiated by this invitation or change the terms of the same,
    • exclude any interested investor from the procedure,
    • not to choose any of the received offers, and is not obliged to explain such a decision.
