Basic information

The area of ​​220,823 m2 is located at the western entrance to the city of Šibenik, leaning on the historic center, 15 minutes' walk from the famous St. James Cathedral - a UNESCO monument.

Until 1994, the Electrode and Ferroalloy Factory (TEF) was located in this area, and immediately after its closure, the process of dismantling and ecological rehabilitation of the area began.

The area is located in an attractive position in the Šibenik Bay, it has 880 meters of coastline, along the city beach Banj and an attractive view of the old town Šibenik.

Spatial Planning

Building possibilities within the zone are prescribed by:

  • The Spatial Development Plan of the City of Šibenik, and
  • The General Urban Plan ("GUP").

Under the GUP's classification regarding the stage of completion, the majority of the area is designated as an "unfinished area – urban transformation."

The procedure for adopting a Detailed Urban Plan (UPU) is currently underway.

Combination of uses: mixed, tourist/residential area

  • Main purpose: mixed zone with residential buildings, public and social premises, premises important for the economy (companies, catering and tourist offer), including sports and recreational facilities, green areas and traffic areas.
  • Up to 30% of the area is intended for tourist hotel use (T1) with accommodation capacities up to 2000 beds.
  • At least 10% of the area should be green areas - a public park.
  • The layout of the space is important for the whole city (creation of public and social content and cultural, sport and other facilities.)
  • Construction of a central square and a network of footpaths (especially in the coastal area).
  • Beach organization as a continuation of Banj beach by the sea, 100 meters from the end of Banj beach.

Possibilities of construction and height:

  • New construction of low- and medium-rise buildings, subject to alignment with the existing surrounding built environment; building heights in adjacent areas must be harmonized with surrounding development; construction of high-rise buildings with a maximum of ten above-ground storeys is permitted for a portion comprising no more than 5% of the total building footprint area within the Detailed Urban Plan (UPU) scope;
  • Construction method for residential buildings: multi-unit (residential, mixed residential-commercial, or mixed commercial-residential) buildings, either freestanding or arranged as a residential block;
  • Construction method for other buildings: one or more freestanding buildings on separate building plots, forming a unified spatial and functional complex;
  • The design of buildings is limited and can occupy up to 30% of the plot.
  • At least 40% of the construction land area must be natural or landscaped greenery.

Maritime property:

  • 880 meters of coastline;
  • The maritime domain extends at least six meters from a line that is horizontally distant from the middle of higher water levels;
  • The boundary of the maritime domain was established and entered into the land registry in 2023, resulting in a reduction of the zone's area by 2,935 m²;
  • The boundary of the nautical tourism port was established and entered into the land registry in 2025, resulting in a reduction of the area by 798 m².
