The main prerequisite for the project's implementation is the adoption of the Urban Development Plan (UPU). This process is currently underway, and the City of Šibenik is fully managing its preparation and financing.

Before creating the UPU, the company Batižele d.o.o. initiated the creation of conceptual urban planning solutions for the land and maritime part. This achieved the following:

• Spatial analysis: The contents, volumes and relations of intended uses within the zone were examined in detail;
• Parallel development: It is possible to start the creation of project documentation for public and social facilities in the Crnica zone in parallel;
• Balance of interests: Content placement options were tested according to the GUP and the Call for Expressions of Interest from 2024, while achieving harmony between public and private interests.
